Tree Care and Chainsaw Safety: What OSHA Expects When There's No Dedicated Standard

Tree care has no dedicated OSHA standard, but citations still happen. Learn how the General Duty Clause, ANSI Z133, and 1910.266 apply to small tree service businesses.

A landscaping or tree service owner who searches for "OSHA chainsaw standard" will come up empty. There isn't one. Tree care sits in an odd regulatory gap: OSHA's logging standard at 29 CFR 1910.266 was written for timber harvesting operations, not residential tree removal, and there's no dedicated arboriculture rule the way there is for scaffolding or fall protection. That gap doesn't mean OSHA looks the other way. It means inspectors reach for the General Duty Clause, Section 5(a)(1) of the OSH Act, and lean heavily on the industry consensus standard ANSI Z133 to establish what a "recognized hazard" looks like in tree work. For a small crew running two or three chainsaws a day, understanding how those pieces fit together matters more than memorizing a single CFR section.

Why the General Duty Clause Carries the Weight

When OSHA cites a tree service after an amputation or a struck-by fatality, the citation almost never points to a chainsaw-specific rule. Instead, compliance officers document that a recognized hazard existed, that the employer knew or should have known about it, and that a feasible means of abatement was available and not used. ANSI Z133, the consensus standard for arboricultural operations, becomes the yardstick for "feasible means." If a crew is climbing without a documented aerial rescue plan, or ground workers are standing in a drop zone during felling, OSHA can point directly to Z133 provisions the industry itself has agreed constitute standard practice. Small business owners sometimes assume that because Z133 isn't a federal regulation, it's optional. In an OSHA proceeding, it functions as evidence of the industry standard of care, which is exactly what 5(a)(1) citations are built on.

PPE Isn't a Suggestion, Even Without a Named Rule

Chainsaw-specific PPE does trigger standard OSHA rules even where tree care itself doesn't have a dedicated one. Eye and face protection falls under 1910.133, hearing conservation under 1910.95 once exposure crosses the action level (a gas chainsaw running at full throttle regularly hits 100-115 decibels), and hand protection under 1910.138. Chainsaw chaps, cut-resistant leg protection built to ASTM F1897, aren't explicitly named in a federal reg, but they show up in Z133 as required equipment for ground-level saw operation, which brings them back under the General Duty Clause umbrella. A crew running saws all day without chaps, hearing protection, or eye protection is exposed on three separate fronts even though no single citation says "chainsaw."

Aerial Work and the Power Line Problem

Tree work adjacent to overhead power lines is where the regulatory picture gets more specific, and more dangerous. If a crew is doing line-clearance tree trimming near energized conductors, 1910.269 and its line-clearance appendix apply directly, including minimum approach distances that scale with voltage. Most small tree services aren't utility contractors, but a homeowner's oak leaning into a service drop doesn't care about that distinction. The safest operational rule is the simplest one: if a limb or the tree itself could contact a line during the cut, treat it as an electrical hazard job and either call the utility to de-energize or drop the line, or bring in a crew specifically trained and equipped for line-clearance work. Guessing at clearance distances by eye is how experienced climbers get seriously hurt.

Drop Zones, Spotters, and the Struck-By Problem

Struck-by incidents, not chainsaw lacerations, account for the majority of serious tree care injuries, and they're almost entirely about work zone control rather than saw technique. A documented drop zone with a minimum clearance of twice the tree's height, a dedicated spotter with sightlines to the climber or feller, and a clear verbal signal system before each cut are the three controls that show up repeatedly in incident investigations where they were missing. None of this requires special equipment. It requires a supervisor who stops the job to establish the zone before the first cut, every time, not just on the trees that look obviously risky.

Documented Competency, Not Just Experience

Z133 calls for documented training before an employee operates a chainsaw or performs aerial work unsupervised, and that documentation is what separates a defensible safety program from one that just happens to have skilled workers. A crew lead who learned everything from a father who ran a tree service for thirty years may be genuinely excellent at the work, but if there's no training record, no signed competency checklist, and no periodic refresher on rigging or aerial rescue, that experience does nothing to protect the business in an investigation. Building a simple one-page competency form for felling, chipping, climbing, and rigging, signed off by a supervisor and kept in the personnel file, closes that gap for the cost of an afternoon.
