Commercial Kitchen Fire Safety: What OSHA and NFPA 96 Require of Small Restaurants

A grease fire in a commercial kitchen can go from a small flare-up to a fully involved blaze in under a minute. Restaurant owners know this instinctively, which is why most kitchens already have a hood, a suppression system, and a fire extinguisher somewhere near the line. What fewer owners realize is that this equipment is governed by a fairly dense web of requirements, and that OSHA can and does cite restaurants for fire hazards even though there's no standard titled "restaurant safety" in 29 CFR 1910. The citations come through the General Duty Clause, Section 5(a)(1) of the OSH Act, which requires employers to keep the workplace free of recognized hazards likely to cause death or serious harm. A grease-laden exhaust system that hasn't been cleaned in a year qualifies.
Why Kitchens Are a Different Fire Category Entirely
Cooking fires behave differently than ordinary combustible fires because the fuel is hot oil and grease, not paper or wood. Water makes a grease fire worse by causing the burning oil to splatter, and standard ABC dry chemical extinguishers can knock down flames temporarily but often fail to prevent reignition since the oil stays above its autoignition temperature. That's why OSHA's portable fire extinguisher standard, 29 CFR 1910.157, works alongside NFPA 10 and NFPA 96 to require Class K extinguishers, rated specifically for cooking oils and fats, in any kitchen with deep fryers or high-volume grease cooking. A Class K unit should be mounted within 30 feet of the cooking line, with a clear path to it, and staff should know it's for backup only after the automatic suppression system has already discharged, not as a first response tool.
The Hood Suppression System Is the Real First Line of Defense
Every commercial cooking operation with grease-producing equipment needs an automatic fire-extinguishing system installed in the exhaust hood, ductwork, and over the cooking appliances themselves, per NFPA 96. These wet chemical systems are engineered to detect heat, cut fuel or power to the appliances automatically, and discharge an agent that cools the grease and forms a soap-like barrier that smothers the fire and resists reignition. The catch is that this system only works if it has been inspected and serviced by a licensed contractor at least every six months, a requirement that gets overlooked far more often than owners expect, especially after a slow season when kitchen equipment sees less use but the inspection clock keeps running regardless. Keep the service tag visible near the system and keep the inspection records on file, because an expired tag is one of the fastest ways to draw a citation during a local fire marshal visit, which often triggers a broader OSHA look at the kitchen.
Exhaust Cleaning Is Not Optional Housekeeping
Grease accumulation inside hoods, filters, and ductwork is fuel waiting for an ignition source, and NFPA 96 sets cleaning frequencies based on cooking volume: monthly for high-volume operations like 24-hour or solid-fuel cooking, quarterly for moderate-volume kitchens, semi-annually for low-volume, and annually for seasonal or limited operations. Hood filters themselves should be cleaned far more often, often daily or weekly depending on volume, because they're the first line of defense against grease reaching the ductwork at all. Owners who treat this as routine housekeeping rather than a documented fire prevention control tend to lose track of it during busy stretches. A simple cleaning log posted in the kitchen, with the date, contractor, and areas serviced, gives you both a compliance record and an easy way to catch a missed cycle before it becomes a hazard.
Training Your Line Cooks Matters More Than the Equipment
Even a perfectly maintained suppression system depends on staff who know what to do in the first ten seconds of a flare-up. Line cooks should know to never use water on a grease fire, how to smother small flare-ups with a lid or baking soda if it's safe to do so, and most importantly, when to stop trying to fight the fire and evacuate. OSHA's emergency action plan requirements under 1910.38 apply to restaurants just as they do to any other workplace, meaning you need a written plan covering evacuation routes and procedures if you have more than ten employees, and staff need to actually know it exists. A five-minute conversation during a shift meeting about where the fire suppression pull station is and where to gather outside costs nothing and closes a gap that inspectors specifically look for after any kitchen fire incident.
None of this requires a large capital investment if you already have the required equipment installed. What it requires is treating the suppression system, the extinguishers, and the exhaust cleaning schedule as active safety controls with real maintenance intervals, not fixtures you install once and forget. That shift in mindset is usually the difference between a kitchen that handles a flare-up without incident and one that ends up in the local news.
