The Air Compressor in the Corner: OSHA 1910.169 and the 30-PSI Rule Nobody Follows

Almost every shop has one. It sits against the back wall, kicks on when someone pulls a trigger, and nobody has thought hard about it since the day it was delivered. The air compressor is the most ignored pressure vessel in American small business, and it is also the one piece of equipment that can turn a routine Tuesday into a fatality investigation. A corroded air receiver failing at 150 psi does not leak. It comes apart.
OSHA's requirements here are short and cheap to meet. Between 29 CFR 1910.169, which governs the receiver tank itself, and 1910.242(b), which governs what you may do with the air coming out of it, an owner can get compliant in an afternoon with a wrench, a logbook, and a fitting that costs less than lunch.
What 1910.169 actually asks of the tank
The standard opens by requiring that air receivers be constructed and installed in accordance with the ASME Boiler and Pressure Vessel Code, Section VIII. In practice that means the tank carries an ASME stamp listing the manufacturer, the maximum allowable working pressure, and a national board number. If your receiver has no stamp and no documentation, you have a problem that predates any inspection, because there is no defensible way to establish its safe working pressure.
From there, 1910.169(b) covers installation and maintenance, and its first provision is the one small shops fail most often. Every air receiver must have a drain at the lowest point that allows accumulated oil and water to be removed, and that drain must be opened frequently enough to prevent accumulation. Compressed air condenses water constantly. That water sits in the bottom of the tank, thins the steel from the inside, and gives no external warning until failure. A weekly drain — or an automatic drain valve, which is a legitimate and preferable substitute — is the entire remedy. A compliance officer who opens your drain valve and gets a gush of rusty water has learned everything they need to know about how that tank has been maintained.
The standard also requires an indicating pressure gauge readable from a safe position and one or more spring-loaded safety relief valves, with total relieving capacity sufficient to keep pressure from exceeding the maximum allowable working pressure by more than ten percent. Critically, 1910.169(b)(3)(ii) states that no valve of any type may be placed between the air receiver and its safety valve. If someone has plumbed a shutoff into that line — and this happens, usually with good intentions during a repair — you have defeated the only thing standing between the tank and a rupture. Relief valves must also be tested at regular intervals, which for most shops means pulling the ring quarterly and logging it.
The 30-psi rule and why blowing off your shirt is a citation
Walk any small manufacturing floor at end of shift and you will see someone cleaning a bench, a machine, or their own clothing with a full-pressure air nozzle. It is the most common compressed-air violation OSHA writes. The standard is 1910.242(b): compressed air shall not be used for cleaning except where reduced to less than 30 psi, and then only with effective chip guarding and personal protective equipment.
Two halves matter. The pressure limit is measured as static pressure at the nozzle when the opening is dead-ended — which is why an OSHA-compliant safety nozzle works. Its side ports or relief design drop dead-end pressure below 30 psi while still delivering usable cleaning force. A standard nozzle throttled back at the regulator does not satisfy the rule, because a blocked opening still builds full line pressure. Replacing every nozzle in the building is a one-time purchase that closes the citation permanently.
Chip guarding and PPE are not optional even at reduced pressure. Debris at 30 psi still reaches an eye, so safety glasses or a face shield and positioning that keeps the chip stream away from other workers are part of the requirement. And the rule no standard needs to state: compressed air is never used to clean clothing or skin. Air forced into the bloodstream through a break in the skin causes an embolism, and there are documented fatalities from horseplay with shop air.
Building the habit into something that survives turnover
The failure mode in small shops is drift, not ignorance. Someone drained the tank religiously for two years, then left, and nobody inherited the task. The fix is to put the receiver on a written schedule the way you would a forklift: a laminated card at the compressor logging the drain date, the quarterly relief-valve pull, and an annual visual inspection of the shell for corrosion, dents, and weld cracking.
Add the compressor to your new-hire orientation in one sentence — this is what the nozzle is for, this is what it is never for — and enforce it the first time you see someone dust off their jeans. Under 1910.132 and the General Duty Clause, an employer who watches an unsafe practice and says nothing has effectively authorized it. Many states also require periodic third-party examination of pressure vessels through their own boiler programs, independently of OSHA, and that inspection report is the cleanest answer to any question about whether the tank is safe to keep running.
None of this is expensive. A safety nozzle, an automatic drain, a readable gauge, and a card on the wall move your compressor from your biggest unexamined risk to a piece of equipment you can defend in five minutes.
